Run a Windows Defender scan. This will remove it, no probs.
Make sure you have the latest definitions for Defender before running the scan. I just removed PrivacyCenter today and thought I would share this quick fix. Don't waste your time with all the other "free" programs that are offered on many of the sites, claiming that they will remove it (Spy Doctor, Registry Mechanic, etc) they just want your money!

Good Luck!

My son had this appear today on his pc - running Vista. I am always sceptical of anything flashing dire warning messages at me so we rebooted the pc and then left it for his father to look at later. I looked a while ago and found just a black screen and white cursor, so rebooted again. I printed out the instructions above though in case!

When son signed on again, it all started up normally and no trace of the pccenter. Windows defender had had an update inbetween though and caught it, so I hope that is the end of it! I am not happy it got through our firewall though! Now doing a deep virus scan.
