I followed the advice listed above, and now no exe files will open. Even tried to compare the registry items from a working computer, and still can't get the exe files to run. Ended up wiping the computer and started all over. Wish someone would provide the correct registry fix, instead of the dangerous one provided above. Chris is right. The first registry deletion that it tells you to do will then prevent you from opening any executable files.
